I know it's a lot of chain signals, but it seemed like the best answer was clearing trains all the way into the stations or straightways since the entries/exits are so close to intersections. Each block can handle up to four platforms of either single or split cargo. You should offset the beacons so you have the gap in the middle instead of near the belt. That way the iron smelter on the 'left' gains an extra beacon. Smelters on the right are already covered by 6 beacons. What I did is create an intersection. Four adjacent intersections make a single city block. Adding two more directly adjacent will create another block. As the base becomes big enough, you approach 1 intersection per city block.
